Yes, page 58 in the user guide under "Adding New Contacts", explains how to add a picture and ringtone to a contact as you are adding them. Other wise for an existing contact click contacts>open a contact>menu>edit>tap the line next to Ring Tone on the edit page and select the desired Ring tone then click Ok in the upper left corner. Very simple.
